ODAVP: Server Patch Fails Updating OVM "Unable to update the device OVM to: 3.x.x" (Doc ID 2959912.1)

Symptoms

The following error occurs while upgrading the server patch to 19.8 from 18.18 

# /opt/oracle/oak/bin/oakcli update -patch 19.8.0.0.0 --server
