Can A SQL Profile Be Imported Without Tuning Pack License (Doc ID 2962161.1)

Goal

A SQL Profile is working in source database as expected with Oracle Enterprise Edition and Diagnostic and Tuning Pack license.
A new database server has been created without Diagnostic and Tuning Pack licenses.
The same query on the new servers is running slow and has a different execution plan than the source database server.

Can a SQL Profile be exported from source database and imported into the target database without Diagnostic and Tuning Pack license using one of the following notes?
