SQL Wrong Column Result Consistently After Installing DB RU 19.19 From 19.17 (Doc ID 2963729.1)

Symptoms

After upgrading to DB RU 19.19, SQL query with correlated subquery inside UNION ALL and several layers of inline views produces wrong column value. Execution plan PHV remains same in both DB RU 19.17 (Good) and DB RU 19.19 (Bad).
