32-Bit Instant Client for Windows Platform Crashes While Connecting To The Database

Symptoms
SQL Plus or OCI application built with 32-Bit Instant Client(19c and 21c) on Windows Platform crashes(due to exception raised from kernelbase.dll) while connecting to the database. The issue can be seen depending on the processor architecture of the client-side machine. Windows machine that uses SHA-NI instructions supported processor are mainly impacted by this issue. The Client-side incident trace shows the following error and call stack.
