Radio Button For Eable High Availability in Clone Database From Backup on ODA Web Console (Doc ID 2965840.1)

Symptoms

When creating new database from ODA Web Console, radio button for "Enable High Availability" sometimes appear incorrectly in the case of RAC and RAC One Node.

Steps to reproduce this problem is as below.

1. Initial state
 - Use Existing DB Home => No
 - Deployment => RAC
 - Enable High Availability => do not appear
 
2. change "Deployment" from RAC to SI
 - Use Existing DB Home => No
 - Deployment => SI
 - Enable High Availability => appear (expected behavior)
 
3. change "Use Existing DB Home" from No to Yes
 - Use Existing DB Home => Yes
 - Deployment => RAC (automatically changed)
 - Enable High Availability => appear (unexpected behavior)
