Goal

Prior to 19.12, rebalancing asm diskgroups is not possible when the cluster state is in ROLLING PATCH mode.
However, starting 19.12, asm diskgroups can be rebalanced even when the cluster state is in ROLLING PATCH mode.

This is possible due to the fix to the bug 33403843 that is included in 19.15.0.0.220419DBRU (one-off patch is available for 19.12, 19.13, and 19.14 on Linux)
