Symptoms

Integrated Capture (IE) fails to start due to ORA-27144.

ERROR   OGG-02023 Oracle GoldenGate Capture for Oracle, <Capture>.prm: The attempt to stop logmining server failed.
ERROR   OGG-00662 Oracle GoldenGate Capture for Oracle, <Capture>.prm: OCI Error ORA-27144: attempt to kill process failed
