Managed ODP.NET Driver 19c and 21c Uses Wrong Time Zone (Doc ID 2976439.1)

Symptoms

When inserting "Timestamp (6) with time zone" data using Managed ODP.NET, the wrong time zone is assigned.

For a database which is having  "Europe\Bucharest" time zone, this leads to timestamps that are wrong by one hour.

When the database output is as below :

The issue is consistent. ODP.NET Managed driver 19.17 and 21.9 versions were tried to reproduce the issue and issue persists in both versions of ODPM.
