Oracle Text Index Creation Fails With ORA-00942 from SYS. _BASE_USER, SYS.OBJ$, SYS.COL$ & SYS.COLTYPE$ (Doc ID 2983979.1)

Symptoms

Creating a Oracle Text index under the schema owner of the involved table, fails with:

ERROR at line 1:
ORA-29855: error occurred in the execution of ODCIINDEXCREATE routine
ORA-20000: Oracle Text error:
DRG-50857: oracle error in dricon.get_data_type
ORA-00942: table or view does not exist
ORA-06512: at "CTXSYS.DRUE", line 186
ORA-06512: at "CTXSYS.TEXTINDEXMETHODS", line 320

Doing the same under SYS works.
But, when trying to insert data to the underlying table, from the schema owner, we end up with the following errors upon executing the INSERT operation:

Changes

 This was not determined, but it most likely due to a erroneous patching activity, which corrupted the Data Dictionary.
