Startup failed with ORA-00445 error after apply 19.21 DBRU and disappear when rollback to 19.20 DBRU

SQL> startup

ORA-32004: obsolete or deprecated parameter(s) specified for RDBMS instance
ORA-00445: background process "PMON" did not start after 120 seconds

The problem happens on 19.21 DBRU and disappear when they rollback to 19.20 DBRU
