systemd: Job ohasd.service/start deleted to break ordering cycle starting with splunk.service/start (Doc ID 2994385.1)

Symptoms

 Oracle Clusterware does not start after server reboot and we don't see any messages in CRS Alert.log and don't have any clusterware process running.

/var/log/messages shows the following entries during startup:

Dec 20 13:20:30 <hostname> systemd: Found ordering cycle on splunk.service/start
Dec 20 13:20:30 <hostname> systemd: Found dependency on ohasd.service/start
Dec 20 13:20:30 <hostname> systemd: Found dependency on afd.service/start
Dec 20 13:20:30 <hostname> systemd: Found dependency on splunk.service/start
Dec 20 13:20:30 <hostname> systemd: Breaking ordering cycle by deleting job ohasd.service/start
Dec 20 13:20:30 <hostname> systemd: Job ohasd.service/start deleted to break ordering cycle starting with splunk.service/start

Changes

Customer installed SPLUNK software on database server.
