Application connection fails with ORA-12521 when Relocating Database Singleton Services in RAC (Doc ID 3003847.1)

Symptoms

When simulating a planned RAC node downtime (e.g. for patching) the application receives "ORA-12521 TNS:listener does not currently know of instance requested in connect descriptor" errors.
The RAC system is configured for Transparent Application Continuity with singleton service configured to run only on one node .


Changes

Added a new service to the cluster using srvctl
