19c Database/Client installation on Windows hangs at 18% when instantiating perlivp.bat (Doc ID 3009668.1)

Symptoms

When installing Oracle 19.3.0 database/Client on Windows (x64), the installer hangs after 18% when instantiating '%ORACLE_HOME%\perl\bin\perlivp.bat'.

No error messages are seen. The Errors logs are all zero bytes.
