ORA-38906 ORA-12899 ORA-24177 - DML Error Logging table After July 2023 PSU (Doc ID 3012702.1)

Why Oracle suddenly send out such a huge error message. Is it possible to reduce the amount of error message so that it would fit in the column. This issue happened right after we applied July 2023 PSU patch, and it happens in all of our databases including production.

Out of all the error message, only the first Error are relevant, such as below:
ORA-12899: value too large for column "CDF3DBA"."ACTVY_MNTH_DTL"."PROD_CD" (actual: 4, maximum: 3)
ORA-00001: unique constraint (SDNG_DBA.PASSNGR_TRANS_DETAIL_PK) violated .

But we are getting a lot of other irrelevant error messages like the following:
