Why does sysdate have the Wrong Time Stamp when Connecting via the Listener

(Doc ID 301420.1)

Last updated on OCTOBER 16, 2017

Applies to:

Oracle Net Services - Version and later
Information in this document applies to any platform.

Sysdate shows the correct time zone for local database connections, but connections via the listener are only correct if the connection was established immediately after the listener was restarted.

The OS TZ setting was changed after the database was started.
The listener has been restarted but the database not.
