ORA-46370 Error When Trying to Connect With AUDSYS Oracle Database Account (Doc ID 3019703.1)

Symptoms

 We recently tried to open AUDSYS database account in Oracle 19c database, converted it to authentication type as password by setting password to it, unlocked the unexpired account.  If we try to connect with AUDSYS user, we are getting ORA-46370.
