Symptoms

On RDBMS version 19c, any one of the following internal arguments is received:

For the internal errors that don't have a first argument starting with "kqr", then the call stack trace for the error would have functions in it that start with "kqr".

Also, certain errors may occur such as ORA-00600 [kdsgrp1-qetlbr] that are downstream effects of earlier internal errors that have "kqr*" first arguments or have kqr functions in their stacks.

Other effects may be noticed, such as missing rows in the data dictionary, or long waits on row cache locks.
