Database report errors when Flashback Logs are deleted Manually

Symptoms
..
Database startup fails after mounting the database while opening with the following error :
SQL> startup
ORACLE instance started.
Total System Global Area 171966464 bytes
Fixed Size 787988 bytes
Variable Size 145750508 bytes
Database Buffers 25165824 bytes
Redo Buffers 262144 bytes
Database mounted.
ORA-38760: This database instance failed to turn on flashback database.
ORACLE instance started.

The alert log would have error as shown below:

ORA-38701: Flashback database log 1 seq 1 thread 1: "<fra dir>\O1_MF_1425DVK2_.FLB"
ORA-27041: unable to open file
OSD-04002: unable to open file
O/S-Error: (OS 2) The system cannot find the file specified.
