vip resource does not fail over under node reboot situation (Doc ID 3026870.1)

Symptoms

On : 19.21.0.0.0 version, Clusterware
 

ACTUAL BEHAVIOR
---------------
VIP failover didn't happen while node reboot occurrence.


STEPS
-----------------------
The network resource has fallen into OFFLINE for its target state on the survived nodes even after <node#1> reboot has completed.

 
DIAGNOSTICS
-----------------------

The crsd, crsd rootagent logs do not have any logging related to vip relocation to the survived nodes. So we don't have much to tell what actions crs stack took under the node eviction situation.
