Install Oracle Database 19c on windows encountered errors INS-13001 and INS-35180 (Doc ID 3030085.1)

Symptoms

When execute the “setup” program, it shows:

"[INS-13001] This operating system does not support Oracle databases.The installation program will not perform prerequisite checks on the system." 

When continued to perform the “next” step until "typical installation", but it was unable to perform the “next” step anymore.

It displayed:

”[INS-35180] Unable to check available memory“

 

Installation log shows:

PRVG-1901 : "Hostname" failed to setup CVU remote execution framework directory "C:\Users\xxxx\AppData\Local\Temp\InstallActions-xxxx\CVU_19.0.0.0.0_xxxx\"
Hostname: PRKN-1014 :Failed to execute remote command "Hostname"  "C:\Users\xxxx\AppData\Local\Temp\InstallActions-xxxx\CVU_19.0.0.0.0_xxxx\\exectask.exe" on node "node name". Failed during connecting to service
Hostname: Failed during connecting to service

The methods provided in (Doc ID 2807229.1) and (Doc ID 2959362.1) cannot solve this problem.
