Symptoms
ODP.NET connection with RAC-ONE NODE DB had a Service Configured for Draining.
Draining service ensured graceful management of database services during maintenance or load balancing without abruptly terminating existing sessions.
AQ HA notifications: true
Drain timeout: 300 seconds
Stop option: immediate
Changes
When the DB was relocated from one node to another, it works fine for clients using the ODP.NET UNMANGED Driver.
But when the application using the MANAGED Driver version 21.13.0 always throws an ORA-12599.
