opatch failed with different errors as fapolicy is enabled. (Doc ID 3035485.1)

Symptoms

Applying patch with OPatch failed with below errors .

Symptom 1 :

opatch_<timestamp>.log

Running prereq checkConflictAgainstOHWithDetail

NApply was not able to restore the home.
Please invoke the following scripts:
- restore.[sh,bat]
- make.txt (Unix only)
to restore the ORACLE_HOME. They are located under "$ORACLE_HOME/.patch_storage/NApply/2023-06-20_13-25-30PM"

Symptom 2 :

$ORACLE_HOME/OPatch/opatch prereq CheckConflictAgainstOHWithDetail -ph ./

Prereq "checkConflictAgainstOHWithDetail" is not executed.

The details are:
Unable to create Patch Object.
Exception occured : java.lang.RuntimeException: /u01/oracle/backup/patches/36233263/etc/config/actions.xml with java.lang.RuntimeException: java.lang.RuntimeException: Unzip failed

OPatch failed with error code 2

Symptom 3:
