Symptoms

After apply bundle patch(19.23DBBP) p36219938_190000_MSWIN-x86-64 a database link to Oracle 12.1 stop working and fails ORA-12631. It used to work between 19.3 to 12.1.0.2 before the latest DBBP.

SQL> select * from emp@remotedb_link;
select * from emp@remotedb_link
*
ERROR at line 1:
ORA-12638: Credential retrieval failed
