Discrepancy Between v$sys_time_model And v$sysstat For Database CPU (Doc ID 3036808.1)

Goal

I am seeing large discrepancy on many of our databases between database CPU from V$SYSSTAT and V$SYS_TIME_MODEL.
Would you explain why there is such a big difference or if CPU gathered by V$SYS_TIME_MODEL account for things which are not included in V$SYSSTAT database CPU
