Symptoms

For the purpose of the migration, 11.2.0.4 RAC DB is installed on RHEL 8 with Grid Infrastructure 19c.

GI 19c is required based on the following description on Installation Guide.

Oracle Database 11g Release 2 (11.2.0.4) supports Oracle Linux 8 and Red Hat Enterprise Linux 8 on Linux x86-64 systems.Oracle Database 11g Release 2 (11.2.0.4) supports Oracle Linux 8 and Red Hat Enterprise Linux 8 on Linux x86-64 systems.

Note:
Oracle Grid Infrastructure 11g Release 2 (11.2.0.4) is not supported on Oracle Linux 8.2 and Red Hat Enterprise Linux 8.2. To install Oracle Real Applications Clusters (Oracle RAC) 11g Release 2 (11.2.0.4) on Oracle Linux 8.2 and Red Hat Enterprise Linux 8.2, first install Oracle Grid Infrastructure 19c and then install Oracle RAC 11g Release 2 (11.2.0.4).
