opatch lsinventory & apply fail with "LsInventorySession failed: null" and "UtilSession failed: null" OPatch failed with error code 73 (Doc ID 3037733.1)

Symptoms

OPatch lsinv fails with below error-

Lsinventory Output file location : /u01/app/oracle/product/19c/dbhome_1/cfgtoollogs/opatch/lsinv/lsinventory2024-07-05_16-27-50PM.txt

Inventory load failed... OPatch cannot load inventory for the given Oracle Home.
Possible causes are:
Oracle Home dir. path does not exist in Central Inventory
Oracle Home is a symbolic link
Oracle Home inventory is corrupted
LsInventorySession failed: null

OPatch failed with error code 73


Also, OPatch apply fails with below error-
