Pro*C fails to precompile when parsing /usr/include/sys/socket.h on RHEL9 or OL9.

This problem can reproduce with the following simple test case:

This problem doesn't reproduce on RHEL8 or OL8.

Upgraded the operating system to RHEL9 or OL9.
