adminsrvr fails to start without visible errors on a new MicroService Arquitecture MS SQL Deployment (Doc ID 3039655.1)

Symptoms

 The adminsrvr process fails to start in a new Micro Services Architecture Deployment for MS SQl Server in the OCI MarketPlace with no visible errors in the ServiceManager logs.  There adminsrvr.log does not get created so there are no visible errors suggesting the cause of the problem.

Running the adminsrv from the OS prompt as follows shows the following error:

export OGG_ETC_HOME=/u02/deployments/Marketplace/etc
export OGG_VAR_HOME=/u02/deployments/Marketplace/var
/u01/app/ogg/bin/adminsrvr
/u01/app/ogg/bin/adminsrvr: error while loading shared libraries: libodbc.so.2: cannot open shared object file: No such file or director
