The PRO*C Precompiler is failing with PLS-S-00201 when using proxy user. (Doc ID 3040477.1)

Symptoms

The PRO*C code fails with “PLS-S-00201” at precompilation when connecting database using PROXY user to run insert statement on table inside PL/SQL block. When connecting database from SQLPLUS using proxy user same INSERT stamen is working fine.
