Srvctl Start / Stop Database Fail With CRS-0245 (Doc ID 3042239.1)

Symptoms

 Even if the OS user meets the following conditions, if the name begins with "system",
srvctl start / stop database fails with CRS-0245.

- can be a domain user or a local user on each node with the same password
- user must be part of ORA_DBA group
- user must be *explicitly* listed in the local Administrators group on each node.
