Symptoms
When the connection between primary and standby is disconnected and then resumes, RFSn processes on standby
will start but gap manager process (TT00) on primary will begin to detect gap for standby about 1 minute later
after the first RFS process started.

Disconnected and resumed the connection between primary and standby.
