Symptoms

Running $OGG_HOME\bin\oggca.bat fails with

"Failed to import administrator user. Make sure the user does not already exist."

oggcaConfigAction*.err shows

INFO | Waiting for the process to finish...
INFO | Cannot load ICU resource bundle 'ggMessage', error code 2 - The system cannot find the file specified.
INFO | Process exit value: -1073740791
SEVERE | Error code: -1073740791
SEVERE | Error(s) ocurred, please check log files.
SEVERE | Failed to import administrator user. Make sure the user does not already exist.
SEVERE | Failed to import users. Make sure you specify a valid path for the Library Path environment variable.
