Applying a mix of rolling and non rolling Patches With Opatchauto (Doc ID 3046608.1)

Symptoms

Customer facing the following errors when trying to apply 19.23 RU (36233126) and the 19.23 datapump patch (36420641) using OPATCHAUTO:

opatchauto apply -phBaseDir <patch-location> -nonrolling [ -oh <home> ]

OPATCHAUTO-72083: Performing bootstrap operations failed.
OPATCHAUTO-72083: The bootstrap execution failed because OPATCHAUTO-72146: Failed to load patch
OPATCHAUTO-72146: Failed while collecting patch information for patch <patch-location>.
OPATCHAUTO-72146: Check the log for more information..
OPATCHAUTO-72083: Fix the reported problem and re-run opatchauto. In case of standalone SIDB installation and Grid is not installed re-run with -sidb option.
com.oracle.glcm.patch.auto.OPatchAutoException: OPATCHAUTO-72083: Performing bootstrap operations failed.
