Symptoms
PDB in restricted mode ,getting following error while trying to connect :
An user profile change which has not SYNCED properly prevents the PDB-s from opening in READ WRITE mode.
Changes
Either a manual profile change or an automatic one possibly triggered by a patch being applied. In the case of this customer we could not identify where the change came from, the customer applied GRID and DB RU patches and the issue started immediately after. In the alert logs we could not find any DDL related to this profile.
