Is 'start Observer In Background' Supported On Windows? (Doc ID 3062187.1)

Goal

The command "START OBSERVER IN BACKGROUND" does create a dgmgrl in background BUT as soon as the id that started it logs off, it terminates.

With newer versions of Windows, Microsoft no longer supplies the toolkit with srvany.exe that allowed the oracle observer to be set up as a Windows service.

We need a solution whereby the observer is running 24x7 like a service does.
