When executing runInstaller on 19c Installation an issue appears

CAUSE: The specified Oracle base is same as the user home directory.
ACTION: Provide an Oracle base location other than the user home directory.
[FATAL] [INS-32035] The location (/ORACLE/app/oracle/oraInventory) specified for the central inventory is not empty.
CAUSE: The specified central inventory location is either locked by different install session, or the location specified does not have write permissions for the logs.
ACTION: Specify an empty location for the inventory.
[WARNING] [INS-32055] The Central Inventory is located in the Oracle base.
ACTION: Oracle recommends placing this Central Inventory in a location outside the Oracle base directory.
Moved the install session logs to:
/ORACLE/app/oracle/oraInventory/logs/InstallActions2024-04-16_12-38-54PM
