Symptoms

 When Installing Oracle Server version 10G the following errors are raised:

IKJ56229I DATA SET ORACLE.TSOCMD.T521.T203 NOT ALLOCATED, CATALOG ERROR+
IKJ56229I DATA SET NAME CONFLICTS WITH EXISTING DATA SET NAME OR USER IS NOT
AUTHORIZED TO PERFORM THE OPERATION.
FOMF0145I Data set not allocated to SYSTSPRT: ORACLE.TSOCMD.T521.T203
FOMF0132I Allocation for SYSTSPRT failed

This error message appear in the zOS system log.
