When TFA runs OraChk it encounters an issue with Java Hotspot which generates a core dump of name ""hs_err_pid*.log"

Symptoms

We keep getting log files like this: hs_err_pid<n>.log on a weekly basis on certain servers

Changes

 Upgraded TFA to version < 24.11
