SESSIONS_PER_USER In a Profile Not Working As Expected. Allows more sessions intermittently than the specified profile limit (Doc ID 3066868.1)

Symptoms

This issue is related to the use of profile limit parameter SESSIONS_PER_USER.

While trying to limit the number of "active + inactive" sessions for a particular user using the profile limit parameter SESSIONS_PER_USER, but it's not working as user is still allowed to make more connections than defined in this limit. behavior is intermittent and can be reproduced when active sessions are executing a long running query.

Changes

 No change. Requirement is to have limit enabled for user sessions.
