MV is STALE even after refresh.

Customers observed that their Materialized Views (MV) were showing as STALE state in STALENESS column of DBA_MVIEWS even after a successful refresh.

According to customers, the number of rows in the MV and its underlying query were the same, indicating a possible synchronization issue.
