Symptoms

The issue manifests in Oracle.ManagedDataAccess misinterpretation of timezone data when employing a type with a timezone, which subsequently corrupts the outcome.
This problem persists across different versions of the Oracle driver, including the current 21.6.1 and latest 23.5 releases.
The consequences of this issue hinder the application of the July 2024 customer patch, which is crucial for certain customers.
