Unable To Startup 8i Database or Listeners After Installing 9i into a New Oracle Home

Symptoms
ORA-12560 starting Oracle8i instance after installing 9.2.0.6 and upgrade one of the 8i instances. Problem also occurs if 8i is started and then there is an attempt to start the 9i instance.
Failed attempt to start the listener:
LSNRCTL> start
Starting tnslsnr: please wait...
Failed to start service, error 997.
TNS-12536: TNS:operation would block
TNS-12560: TNS:protocol adapter error
TNS-00506: Operation would block
32-bit Windows Error: 997: Unknown error
Error in oradim.log when attempting to start the database via the service
DIM-00011: The service does not exists
O/S-Error: (OS 997) Overlapped I/O operation is in progress.
Changes
New installation of 9i onto a new %ORACLE_HOME%.
