OGG 23ai Oggca.sh Failing While Creating Service Manager And Deployment In Linux 7

Symptoms
GoldenGate 23ai -> oggca.sh fails with
[FATAL] [INS-85037] Deployment creation failed
when creating service manager and deployment.
The following errors in oggcaConfigAction[time_stamp].err
SEVERE | Return code 503 (Service Unavailable) does not match the expected code 200 (OK).
SEVERE | Verification failed for REST call to '/services/v2/deployments'
INFO | Results for "Verify the Service Manager has a default configuration":
SEVERE | ..."Verifying initial configuration only has the Service Manager deployment.": FAILED
SEVERE | Verification failed for REST call to '/services/v2/deployments'
INFO | Results for "Verify the Service Manager has a default configuration":
SEVERE | ..."Verifying initial configuration only has the Service Manager deployment.": FAILED
Running -> "cat /etc/os-release" command it shows Linux 7 version in use
