GDS$CATALOG SERVICE RUNS ON BOTH PRIMARY AND STANDBY CATALOG AFTER SWITCH-OVER IN CDB (Doc ID 3070249.1)

Symptoms

In cdb mode, after switch-over of standby catalog, "GDS$CATALOG" service is
running on both primary and standby catalog. In non-cdb mode, this service
runs only on primary catalog which is expected behavior.
 
GDS$CATALOG should run on only primary catalog and GDS$COORDINATOR should run
on both primary and standby catalog.
