Symptoms

Standalone Cluster High Availability Services are not up after OS upgrade

High Availability Services services fail to initialize after an upgrade to Red Hat Enterprise Linux (RHEL) 8.10.
The issue occurs on a standalone instance, and binaries have been relinked.
The following command output shows the status of related processes:

# ps -ef|grep d.bin

oracle 9416 1 0 Jan30 ? 00:03:58 /oradba/app/19.0.0/grid_jul24flt/bin/ohasd.bin reboot
oracle 9967 1 0 Jan30 ? 00:02:15 /oradba/app/19.0.0/grid_jul24flt/bin/evmd.bin
