Symptoms

Initial database connections could not be established, resulting in numerous TNS error messages in the alert log.
CRS indicated that the DB resource was in a stable but stuck archiver status.
Attempts to stop/start the database using srvctl commands revealed a message suggesting the use of an init file located in a different directory with a different name than the spfile in ASM.
Copying the spfile out of ASM and creating an init file from it did not resolve the issue, and the database failed to start.
