19c Listener Starts, But The Stops Almost Immediately

Symptoms
1# The Ct is reporting that as part of a 19c rolling update, they discovered that after starting the original Primary using 19c, that the listener would not stay up. Thought there was a conflict of some kind, so moved to a different port, 1575, from 1525, but it still goes down shortly after startup, even with every other piece of this environment down.
