Symptoms

When Oracle Database Enterprise Edition 19.10.3.0.0 is installed on Microsoft Azure using an E64 configuration, Oracle is able to utilize 100% of the CPU on the server. However, when installed in an E96 configuration, the CPU utilization is limited to 50%.
