Golden Gate BigQuery Proxy Returns "HTTP/1.1 407 Proxy Authentication Required"

Symptoms
Goldengate is not sending proxy credentials and connection to google-BigQuery and replicat failed with the following exception.
ERROR - An exception occurred retrieving dataset [XXX_XXXXXXX].
com.google.cloud.bigquery.BigQueryException: Error getting access token for service account: Unable to tunnel through proxy. Proxy returns "HTTP/1.1 407 Proxy authentication required", iss: xxxx.xxxxxxxxx.com
The proxy needs user/password but does not send them and it has been configured in the bigquery.props like this:
jvm.bootoptions=-Xmx512m -Xms32m -Dhttps.proxyHost=<xxxxxxx> -Dhttps.proxyPort=NNNN
-Dhttps.proxyUser=<useraname> -Dhttps.proxyPassword=<password>
