DGMGRL hung executing a switchover.

Alert.log from both primary and standby stops at
Completed: ALTER DATABASE COMMIT TO SWITCHOVER TO PHYSICAL STANDBY
Completed: ALTER DATABASE COMMIT TO SWITCHOVER TO PRIMARY
